The route posted on the Corante site is a way to go public, generally called a reverse takeover.  The poster wasn't very well informed on the subject.  The private biotech would buy the shares of the public shell.  This would not solve many of biotechs problems.  They actually need to go through an IPO to raise capital.  You'd do the reverse takeover if you wanted to get listed quick and cheap, but weren't interested in immediately raising capital. 
I don't think that you'll see a lot of biotechs going bankrupt.  At least you won't see any "good" biotechs going bellyup with viable compounds or technologies.  The pharma companies, with their hordes of cash, will be swooping in and buying at bargain basement prices.
